Source text - English In the earlier years of its recent ecological upswing, changes in international markets—often for the worse for the economy—led to some of XXX’s gains in forested land. The collapse of beef exports in the 1980s, for example, provided the opportunity and impetus for large-scale reforestation and expansion of protected areas in the northwest of the country—a region that had been dominated by cattle ranching since colonial times—as well as for reduction of deforestation pressures along the Caribbean coast. But in other social contexts these international market changes could have led to increased poverty in XXX rather than ecological transformation. The democratic traditions and social progress of earlier decades—e.g., abolition of the army after the 1948 revolution and social spending close to 20 percent of GDP—provided the basis for support of environmental goals even as income from traditional agricultural exports such as coffee and beef declined.
An early policy contributing to reduced deforestation was the expansion, beginning in the early 1970s, of conservation programs such as national parks. This has led to 21 percent of the country’s forest now being in national parks and biological reserves, another 19 percent in forest reserves and wildlife refuges (many on private land), and an additional 10 percent in indigenous reserves. Some of the protected areas extend all the way from the Pacific coast through the mountain cloud forests and down to the Caribbean lowlands, encapsulating much of the range of biological diversity found in tropical habitats.

O colapso das exportações de carne bovina na década de 1980, por exemplo, criou a oportunidade e o incentivo ao reflorestamento em grande escala e à expansão de áreas protegidas no nordeste do país – uma região que havia sido dominada pela pecuária desde o período colonial – bem como à redução das pressões pelo desmatamento ao longo da costa do Caribe. Mas em outros contextos sociais essas mudanças no mercado internacional poderiam ter levado ao aumento da pobreza em XXX em vez da transformação ecológica. As tradições democráticas e o progresso social de décadas anteriores – como por exemplo, a abolição do exército após a revolução de 1948 e os gastos sociais de quase 20% do PIB – criaram a base para o apoio às metas ambientais, mesmo com a queda da receita oriunda das exportações agrícolas tradicionais, tais como café e carne bovina.
Uma política inicial que contribuiu para a redução do desmatamento foi a expansão de programas de conservação como parques nacionais, a partir do início da década de 1970.
