In bringing our work together at a country level, we have been able to develop a new Oxfam Strategic
Plan. This is the first time that all
Oxfam affiliates have agreed one
single Strategic Plan. It sets out our
shared goals for 2013 – 2019 and
it takes a ‘bottom up’ approach,
as it is driven by the local country
context and strategies. The Plan has
been developed from a review of our
successes and failures over the last
six years and is very much informed by
inputs from allies, partners and critical

Oxfam’s new Plan is built on a clear
recognition that the different affiliates
and all their partners across the
world and especially the citizens with
whom we work, have a critical and
complementary role to play in order to
rid the world of poverty and injustice.
The deliberate effort to link citizens
in the global south and global north
as part of one movement presents an
important opportunity for Oxfam to
attain lasting impact.
This Plan will not change our
organizational aims and purpose –
these remain the same and are as
important as ever. The Plan will set out
how we will best achieve these aims
and our purpose over the next six years.
Our work is underpinned by integrating
all of our work, from saving lives to
helping build livelihoods to enabling
communities to speak out. We seek
to connect local issues to the global
agenda and solutions, acting as a
convener, by bringing together likely
and unlikely actors, parties and
organizations to overcome poverty.
In order to support Oxfam’s vision of a
just world without poverty, we have set
an ambitious agenda for 2013 – 2019
with six goals to change the world:
Right to be heard
People claiming their right to a better
life. More women, young people and
other poor and marginalized people
will exercise civil and political rights
to influence decision-making by
engaging with governments and
by holding governments and
businesses accountable.
Advancing gender justice
More poor and marginalized women will
claim and advance their rights through
the engagement and leadership
of women and their organizations.
Violence against women will be
significantly less socially-acceptable
and prevalent.
Saving lives, now and in the future
By reducing the impact of natural
disasters, fewer men, women and
children will die or suffer illness,
insecurity and deprivation. Those most
at risk will have exercised their right to
have clean water, food and sanitation
and other fundamental needs met, to
be free from violence and coercion, and
to take control of their own lives.
Sustainable food
More people who live in rural poverty
will enjoy greater food security,
income, prosperity and resilience
through significantly more equitable
sustainable food systems.
Fair sharing of natural resources
The world’s most marginalized people
will be significantly more prosperous
and resilient, despite rising competition
for land, water, food and energy
sources, and stresses caused by a
changing climate.
Financing for development and
universal essential services
There will be higher quality and
quantity of financial flows that target
poverty and inequality, and empower
citizens, especially women, to hold
governments, donors and the private
sector to account for how revenue is
raised and spent.
More women, men,girls and boys will exercise their right to
universal quality health and education
services, making them full participants
in their communities and strengthening
the economic, social and democratic
fabric of their societies.
For Oxfam to be the most effective,
we also need to adapt to the change
around us and the new ways of
influencing, by building on our
experience and evolving. We have
identified six Operational Goals that will
change the way we work together. Our
programming, use of learning, skills in
working with diverse stakeholders, our
policy development, how we get and
spend our income and how we hold
ourselves accountable will all need to
adapt to the challenges of the period
to 2019. Achieving these six ‘enabling’
Operational Goals will help transform
Oxfam from ad hoc collaboration
to a truly international, joined-up
Confederation in all areas of our work.
The financial context of this Plan
will be challenging for many Oxfam
affiliates. Global financial realities
compel us to plan prudently for limited
or no growth in core fundraising. We
plan to release extra money through
cost-effectiveness and new income
generation initiatives.
The biggest part of our program
spending will be allocated to our
humanitarian work saving lives (about
35 – 40 per cent), and to sustainable
food systems and the fair sharing of
natural resources (about 30 per cent).
The other three goals will account for
the remaining 30 – 35 per cent. It is
important to note that ensuring gender
justice and enabling active citizenship
will run through our work in all six
goals. In support of our commitment
to accountability and constant
learning, we will use several tools to
monitor, evaluate and learn throughout
the Plan period
Ensuring accountability
within Oxfam [NGO1]
Oxfam is in keen anticipation of the
implementation of our new Strategic
Plan ‘The Power of People Against
Poverty’. We have drawn on the
recommendations of the ‘Sense Making
Review’ for our current Strategic Plan
‘Demanding Justice’, to ensure that
accountability will be accorded even
greater significance in our future
work, receiving renewed focus as one
of six new internal Operational Goals.
Our commitment to improving the
quality of our programs through self-
assessments will feature strongly
in our work under this new
Accountability Operational Goal.
This will ensure that all affiliates are
mutually accountable for maintaining
and improving work as measured
against our Program Standards.
We recognize that building a single
Stakeholder Engagement policy
will consolidate and strengthen our
engagement with partners, supporters,
alliances, suppliers, governments, the
private sector, and the wider public.
The new Accountability Operational
Goal will give focus to our on-going
discussions with other INGOs and
stakeholders as we adapt to the
demands of a changing world. Our
efforts to transform our model for
influencing policies and practices to
align with these demands will be guided
by the new Worldwide Influencing
Network 0perational Goal. We hope that
this transparent model of a holistic
approach to addressing demands
will allow us to realize benefits in
other areas, especially those to be
encompassed by our Cost Effectiveness
Operational Goal. Looking forward, a
new consolidated partnership policy
will support our internal and external

Building on our efforts towards a ‘One
Oxfam’ culture and identity, including
the achievements of SMS and our global
identity brand launch, all of Oxfam’s
work will be captured by ‘The Power
of People Against Poverty’. Likewise
the Oxfam International Board has
approved a new governance structure
with oversight of all Oxfam joint work. A
Supervisory Board of Chairs will focus
on approving strategies and budgets
and will oversee the Confederation,
holding a separate body of the
Executive Directors (EDs) to account for
implementation of agreements through
affiliates and coordination across the Confederation[GRI 4.1]

إنّ خطّة أوكسفام الجديدة مبنية على إعتراف واضح بأنّ الفروع المختلفة وكل شركائها عبر العالم وخاصّة المواطنين الذين نعمل معهم لديهم دور يلعبونه بالغ الأهميّة وتكاملي من أجل تخليص العالم من الفقر والظلم. إنّ الجهد المقصود للربط بين مواطنين في الجزء الجنوبي والجزء الشمالي من الكرة الأرضية كجزء من حركة واحدة يمثّل فرصة مهمّة لأوكسفام حتّى تصل إلى تأثير دائم.
إنّ هذه الخطّة لن تغيّر أهدافنا التنظيمية وأغراضنا لأنّهما لا يتغيّران كما أنّهما لا يزالان مهمّان كما كانا دائما. إنّ الخطّة سوف تحدّد الطريقة الأفضل التي سننجز بها هذه الأهداف ونحقّق بها أغراضنا خلال السنوات الستّة القادمة.
إنّ عملنا يستند إلى إدماج كل ما نقوم به، بدءا من إنقاذ الأرواح وصولا إلى المساعدة على بناء مصادر رزق وإلى تمكين المجموعات المحليّة من إيصال أصواتها. نحن نسعى إلى ربط القضايا المحليّة بجداول الأعمال والحلول العالميّة من خلال لعب دور المنظّم الذي يدعو إلى الاجتماعات، فنحن نجمع بين الجهات الفاعلة المحتملة والجهات الفاعلة الغير محتملة وكذلك نجمع بين الجهات والمنظمات من أجل الانتصار على الفقر.
من أجل دعم رؤية أوكسفام لعالم عادل بدون فقر وضعنا جدول أعمال طموح من
أجل فترة 2013-2019 مع ستّة أهداف لتغيير العالم:
الحق في الإستماع إليهم
الناس يطالبون بحقّهم في حياة أفضل. المزيد من النساء والشباب والناس الفقراء الآخرين والمهمّشين سيمارسون حقوقهم المدنية والسياسية للتأثير على صناعة القرار من خلال التّعامل مع الحكومات وجعل الحكومات والشركات معرَّضة للمحاسبة.
النهوض بالعدالة بين الجنسين
عدد أكبر من النساء الفقيرات والمهمّشات سيطالبن بحقوقهنّ ويدعمنها من خلال انخراطهنّ وقيادتهنّ وكذلك من خلال انخراط وقيادة منظماتهنّ.
إنّ العنف ضد المرأة سيكون أقل قبولا بشكل ملحوظ وسيكون أقلّ إنتشارا.
إنقاذ الأرواح الآن وفي المستقبل
من خلال تقليص تأثير الطبيعة والكوارث الطبيعية فإنّ عددا أقل من الرجال والنساء والأطفال سيموتون ويعانون من الأمراض وانعدام الأمن والحرمان. سيكون الأشخاص الأكثر عرضة للخطر قد مارسوا حقهم في الحصول على المياه النظيفة والغذاء والصرف الصحي وغير ذلك من الاحتياجات الأساسية، وسيكونون قد مارسوا حقّهم في التحرر من العنف والإكراه، وكذلك حقهم في التحكّم في حياتهم.
الغذاء المستدام
المزيد من الناس الذين يعيشون في فقر ريفي سيتمتّعون بقدر أكبر من الأمن الغذائي والدخل والرخاء وكذلك القدرة على التأقلم من خلال أنظمة غذائية ستكون بشكل ملحوظ أكثر إنصافا واستدامة.
التقاسم العادل للموارد الطبيعية
سيصبح الأشخاص الأكثر تهميشا في العالم بشكل ملحوظ أفضل رخاء وأكثر قدرة على التأقلم على الرغم من المنافسة المتزايدة من أجل الأرض والماء والطعام وموارد الطاقة وكذلك التوتّرات الناجمة عن مناخ متغيّر.
التمويل من أجل التنمية والخدمات الأساسية للجميع
ستكون هناك خدمات أعلى من حيث جودة وحجم التدفقات المالية التي تستهدف الفقر وعدم المساواة، وهي خدمات تمكّن المواطنين (وخاصّة المرأة) من أن يجعلوا الحكومات والجهات المانحة والقطاع الخاص عرضة للمحاسبة فيما يتعلّق بالكيفيّة التي تُجمع بها المداخيل وتُصرف.
عدد أكبر من البنات والأولاد سوف يمارسون حقّهم في خدمات صحّة وتعليم جيّدة للجميع، ممّا سيجعلهم مشاركين بشكل كامل في مجتمعاتهم وكذلك سيجعلهم مقوّين للنسيج الاقتصادي والاجتماعي والديمقراطي في مجتمعاتهم.
لكي تكون أوكسفام أكثر فاعليّة، يجب علينا أن نتأقلم مع التغيير الذي حولنا ومع طرق التأثير الجديدة وذلك بالبناء على خبرتنا وتطوّرنا. لقد حدّدنا ستة أهداف عمليّة ستغيّر الطريقة التي نعمل بها مع بعضنا البعض. إنّ كلاًّ من إعدادنا للبرامج، واستعمالنا للمعارف، وقدراتنا على العمل مع أصحاب مصالح متنوّعين، وإعداد سياساتنا، وكيفيّة حصولنا على المداخيل وإنفاقها، وكيفية جعل أنفسنا تحت المحاسبة، ستحتاج كلّها إلى التأقلم مع تحديات الفترة من 2013 إلى 2019. إنّ تحقيق هذه الأهداف العمليّة الستّة سيمكّننا من تحويل أوكسفام من كونها تعاونا مخصّصا لتُصبح إتحادا كونفدراليا منظّما في كل مجالات عملنا. إنّ السياق المالي لهذه الخطة سيكون تحديّا لعديد الفروع المنتسبة لأوكسفام. إنّ الحقائق المالية العالميّة تجبرنا على التخطيط بحكمة نتيجة محدودية التبرعات الأساسية أو عدم نموّها. نحن نخطّط لإنفاق أموال إضافية من خلال نجاعة التكاليف وكذلك من خلال مبادرات جديدة لتوليد الدّخل.
إنّ الجزء الأكبر من برنامج إنفاقاتنا سيكون مخصّصا لعملنا الإنساني في إنقاذ الأرواح البشريّة (بين 30 و40 بالمائة من النفقات) وكذلك سيكون مخصّصا لتحقيق أنظمة غذائية مستدامة وتوزيع عادل للموارد الطبيعية (حوالي 30 بالمائة). أمّا الأهداف الثلاثة الأخرى فسوف تخصّص لها بين 30 و35 بالمائة مما سيتبقّى من أموال النفقات. من المهم ملاحظة أنّ كُلاًّ من ضمان العدالة بين الجنسين وتمكين المواطنة الفعالة سيكونان حاضران في كلٍّ من أهدافنا الستّة. دعما لالتزامنا بمسألة المساءلة والتّعلّم المتواصل، سوف نستخدم العديد من الأدوات من أجل المراقبة والتقييم والتعلّم طوال فترة الخطّة.
ضمان المساءلة داخل منظمة أوكسفام [المنظمات الغير الحكومية1]
إنّ منظّمة أوكسفام في سعيٍ كبير إلى تطبيق خطّتنا الإستراتيجية الجديدة 'سلطة الشعب ضد الفقر' :.لقد إعتمدنا على توصيات 'تقرير مراجعة المعقول' من أجل خططّتنا الإستراتيجية الحالية 'المطالبة بالعدالة' للتأكد من أنّ المحاسبة ستُمنح حتى أهميّة أكبر في عملنا المستقبلي مانحين إيّاها تركيزا متجدّدا باعتبارها واحدة من ستّة أهداف عملية إستراتيجية. إنّ حرصنا على تحسين نوعيّة برامجنا من خلال التقييم الذاتي سوف يظهر بشكل أقوى في عملنا تحت هذا الهدف العملي الجديد في المحاسبة. هذا سيجعلنا متأكّدين من أنّ كل الفروع التابعة ستكون تحت المساءلة المتبادلة من أجل المحافظة على العمل وتحسينه حسب معايير برنامجنا.
نحن نعترف بأنّ بناء سياسة واحدة في ربط العلاقة مع أصحاب المصلحة سوف يدعّم ويقوّي إرتباطنا مع الشركاء، الداعمين، الحلفاء، المورّدين، الحكومات، القطاع الخاص، والجمهور الأوسع.
