Director-General of UNESCO
on the occasion of International Day of Democracy
15 September 2016
Sustainable Development Goal 16 of the 2030 Agenda for Sustainable Development calls on all States to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.”
This must start with the human rights and dignity of every woman and man. This is the foundation for including all voices and empowering society through freedom of expression and freedom of information. This is the basis for transparent institutions that are accountable and representative. This is a driver for policies that are effective because they are just. This lays the ground for living together in societies that are ever more diverse. This gives women and men the power to act today to craft a better future for all tomorrow.
The 2030 Agenda includes 17 goals -- democracy, human rights and dignity are a thread tying them together.
Taking this forward must be the committment of Governments and citizens everywhere – to defend shared values, to deepen the rule of law and good governance, to open ever wider space for civil society.
These goals underpin all of UNESCO’s work to build the defences of peace in the minds of women and men through education, the sciences, culture, communication and information, as the basis for a vibrant democratic culture.
In 1993, on receiving the Nobel Peace Prize, Nelson Mandela said:
“This must be a world of democracy and respect for human rights, a world freed from the horrors of poverty, hunger, deprivation and ignorance, relieved of the threat and the scourge of civil wars and external aggression and unburdened of the great tragedy of millions forced to become refugees.”
Today, in a world of turbulence, this vision has never been so urgent. We need a new commitment by all to a strong democratic culture, to new forms of global solidarity and citizenship, to a vision of humanity and the world as one. This is UNESCO’s message on this International Day of Democracy.

French to Arabic: changement climatique
Source text - French 1. Le changement climatique, par son caractère multiforme, produit des effets perceptibles à divers niveaux. Les écosystèmes s’en trouvent directement affectés et les perturbations connexes qui en résultent constituent un risque considérable pour la biodiversité, les ressources naturelles, la santé humaine, animale et végétale, les sites du patrimoine, la qualité de l’environnement et la stabilité des sociétés. Tant il est vrai que l’aggravation des risques de conflits sur les ressources de base serait une conséquence imminente en cas de raréfaction de celles-ci.
2. Face à ses enjeux considérables, la communauté internationale est doublement interpellée pour diversifier ses moyens d’action et stratégies de réaction contre le réchauffement planétaire. C’est ainsi qu’elle s’était engagée à Lima, lors de la COP-20 de parvenir à un accord universel, contraignant et durable. Le pari a été gagné et l’Accord de Paris a été un moment historique de convergence des énergies et de mobilisation générale contre le réchauffement climatique. Le défi pour la COP-22 (Marrakech, 7-18 novembre 2016), qui ambitionne à donner un nouvel élan et une dynamique plus engagée au processus de ratification est d’aboutir à plus de ratifications qui permettront l’entrée en vigueur de l’Accord de Paris et sa mise en oeuvre.
3. Prenant le relais de la COP-21, la Présidence marocaine de la COP-22 déploie des efforts intenses afin de s’inscrire dans l’action pour concrétiser les différents axes retenus dans l’Accord de Paris, notamment ceux qui ont trait à l’adaptation, la transparence, le transfert de technologies, l’atténuation, le renforcement des capacités et les pertes et préjudices. Dans ce cadre, plusieurs événements régionaux et internationaux ont été organisés durant l’année 2016 en partenariat avec plusieurs agences des Nations Unies dont l’UNESCO, en perspective de la Conférence en novembre 2016.
Translation - Arabic ١ - يعود تغير المناخ، نظرا لتعدد أشكاله، بعواقب جلية على مستويات مختلفة، إذ يضرّ إضرارا مباشرا بالنُظم الإيكولوجية، ويشكل ما يصيب تلك النُظم من الاضطرابات الناجمة عنه خطراً كبيراً على التنوع البيولوجي والموارد الطبيعية وصحة الإنسان والحيوان والنبات، وكذلك على مواقع التراث ونوعية البيئة واستقرار اﻟﻤﺠتمعات. وقد تعددت عواقب تغير المناخ وتنوعت اﻟﻤﺠالات التي تشملها، حتى بات تفاقم مخاطر نشوب نزاعات على الموارد الأساسية إحدى العواقب الوشيكة المحتملة لتغير المناخ في حال تسببه في ندرة تلك الموارد.
٢ - و تقتضي مواجهة هذه التحديات الهائلة أن يقوم اﻟﻤﺠتمع الدولي بتنويع وسائل عمله وتنويع الاستراتيجيات التي يأخذ ﺑﻬا للتصدي للاحترار العالمي. و لذلك تعهد اﻟﻤﺠتمع الدولي، إبّان الدورة العشرين لمؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ التي عُقدت في ليما، بالتوصل إلى اتفاق عالمي ملزم ودائم. وتكللت المساعي المبذولة في هذا الصدد بالنجاح إذ اعتُمد اتفاق باريس، وكان اعتماده إنجازاً تاريخياً تحقق بفضل تضافر الجهود وبفضل التعبئة الشاملة من أجل مكافحة الاحترار العالمي. ويتمثل التحدي الذي تواجهه الدورة الثانية والعشرون لمؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ (مراكش، ٧ ١٨ تشرين الثاني/نوفمبر ٢٠١٦ )، التي ترمي إلى إعطاء زخم جديد لعملية التصديق على اتفاق باريس وتعزيزها، في زيادة عدد الأطراف المصدقة على اتفاق باريس وبلوغ العدد اللازم لدخول الاتفاق حيز النفاذ وللشروع في تنفيذه.
٣ - ويبذل المغرب، مند تسلّمه لراية رئاسة الدورة الثانية والعشرين لمؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ عقب الدورة الحادية والعشرين لمؤتمر الأطراف، جهود اً حثيثة من أجل المشاركة في المساعي ال رامية إلى تنفيذ مختلف أحكام اتفاق باريس، ولا س يّما الأحكام المتعلقة بالتكيف والشفافية ونقل التكنولوجيا والحدّ من وطأة تغير المناخ وتعزيز القدرات والحدّ من الخسائر والأضرار. وقد نُظ مت عدة فعاليات إقليمية ودولية في هذا الصدد في عام ٢٠١٦ بالشراكة مع عدد من وكالات الأمم المتحدة، ومنها اليونسكو، من أجل الإعداد لعقد الدورة الثانية والعشرين لمؤتمر الأطراف في تشرين الثاني/نوفمبر ٢٠١٦
