Yves Cabannes is an advisor to the International Alliance of Inhabitants (IAI) and a Professor at the Development Planning Unit, UCL, London.
Cihan Uzuncarsili Baysal is a housing rights advocate and a member of Sulukule Platform and Urban Movements.
The central argument of this paper is that while in recent years forced evictions and demolitions of houses have been at the core of Turkish and Istanbul housing policies, 2012 might become a turning point, despite the escalating speeches and actions from a powerful State. This paper examines what has happened in low–income neighbourhoods since UN Habitat commissioned in June 2009 to its “Advisory Group on Forced Evictions– AGFE – ” a mission to address the problem of forced evictions in Istanbul Metropolitan Region . At the same time, it examines what has changed in 2012, from the government side, from its judiciary power and from the social movements. It raises the question of what happens when national policies stand bluntly against human and housing rights and when profit is the unique engine for becoming in a short time a stellar city.

Cihan Uzuncarsili Baysal é um advogado dos direitos à moradia e um membro da Plataforma de Sulukule e de Movimentos Urbanos.
O argumento central deste papel é que quando em anos recentes forçou despejos e demolições das casas estiveram no núcleo das políticas de moradia Turca e de Istambul, 2012 pode se transformar um ponto de giro, apesar dos discursos e das ações que se elevam de um Estado poderoso. Este papel examina o que aconteceu em vizinhanças de baixa renda desde que a Habitação da ONU que teve sua comissão em junho de 2009 a seu “Grupo Consultivo sobre Despejos Forçados AGFE -” uma missão para endereçar o problema de despejos forçados na Região Metropolitana de Istambul . Ao mesmo tempo, examina o que mudou em 2012, do lado do governo, de seu poder judiciário e dos movimentos sociais. Ele levanta a pergunta do que acontece quando as políticas nacionais se levantam abruptamente contra os direitos humanos e à moradia e quando o lucro é o único motor para se tornar um tempo curto uma cidade estelar.
