Source text - English On or before the first Monday in February of each year, the President is required by law to submit to the Congress a budget proposal for the fiscal year that begins the following October. The budget plan sets forth the President's proposed receipts, spending, and the surplus or deficit for the Federal Government. The plan includes recommendations for new legislation as well as recommendations to change, eliminate, and add programs. After receiving the President's proposal, the Congress reviews it and makes changes. It first passes a budget resolution setting its own targets for receipts, outlays, and surplus or deficit. Next, individual spending and revenue bills that are consistent with the goals of the budget resolution are enacted.
In Fiscal year 200 (which began on October 1, 1999, and ended on September 30, 200), Federal income was $2,025 billion and outlays were $1,789 billion, leaving a surplus of $236 billion.

Source text - English The northern zone presents rolling hills and plains bare of trees. The area is nearly always wind-swept. Snow and rainfall are limited to some 16 inches per year. In winter, the temperature has plummeted to as low as - 4º F, forming ice over the fields and causing sickness and sometimes death among the sheep, the area’s principal wealth. The record high in summer is 80 º F.
No one can count on the weather in this area. Rain showers may be interspersed with bright sun bursts throughout the day.
Lichens grow in all parts of the Island. Probably the most common are the Usnea, which hang like torn curtains from the trees. Lichens of all colors, especially orange, live on the rocks of the beach. They also grown in the mountains; near the summits a stiff black lichen calls attention.
A large variety of fungi inhabit the Island, especially in the damper forested zones. The best known and most usual are the tree fungi, one of the main foods of the Yahgan Indians, who ate any growing on trees, but none that grew on the ground.
