Source text - English 1.1 The purpose of this Invitation to Tender is to invite Tenders for Consultancy Services for the Preparation of Bandar Seri Begawan Development Master Plan for the Municipal Department Bandar Seri Begawan, Ministry of Home Affairs, Brunei Darussalam.
2. INTERPRETATION
2.1 As used in this Invitation To Tender, the following terms shall have the following meanings, except where the context otherwise requires:
“Contract” means the agreements to be entered into between the Government and the successful Tenderer in the form of the Agreement(s) set out in Contracts/Agreement Section 4 of this Invitation to Tender;
20.2 Where requested to clarify any matter contained in the Tender or to provide additional information, Tenderers shall provide such clarification and/or information in writing at the time and place stipulated by the Government. Failure to comply with any such request may result in the Tender being excluded from further consideration.
29.1 Any Tender: that the Government determines does not meet the Specifications;
shall be deemed to be Non-Conforming for the purposes of this Invitation To Tender and shall be excluded from further consideration from the date of such statement or determination (as applicable). Any determination made pursuant to clause 29.1 above is a matter that is within the Government’s sole and absolute discretion.
2.1 Aim:
The BSB Development Master Plan shall be a comprehensive and integrated plan for the capital, providing development strategies that will guide the development of BSB up to 2035 and beyond.
2.2 Mapping and data-base system
To carry out mapping of all land related information utilising appropriate software, programmes and tools for digital mapping and analysis.
To create a data-base system for the purpose of urban planning and management, integrating digital spatial data and other existing or new data collected.

2. 해석
2.1 이 입찰 초청장에 사용될 때 다음의 용어들은 문맥이 달리 요구하는 경우를 제외하고 다음의 뜻을 가진다:
“계약” 은 이 입찰 초청장 4절; 계약/합의에 명시된 계약의 형태로 정부와 낙찰자 사이에 체결되는 계약을 뜻한다;
20.2 입찰서에 담긴 사항을 명확히 하거나 추가적인 정보를 제공할 것이 요구될 경우에는 입찰자는 그러한 규명, 그리고/또는 정보를 정부가 명시하는 때와 장소에 서면으로 제공해야 한다. 그러한 요청을 따르지 않는 것은 그 입찰서가 고려되는 데서 제외되게 할 수 있다.
29.1 정부가 사양을 충족하지 않는다고 결정하는 모든 입찰서는 이 입찰 초청장의 목적에 부합하지 않는 것으로 간주되어야 하며 그러한 성명이나 결정(해당하는 대로)의 날짜부터 고려대상에서 제외된다. 위의 29.1조에 따라 이루어지는 모든 결정은 정부의 단독적이고 절대적인 재량 안에 있다.
2.1 목표:
이 BSB 개발 기본 계획은 BSB 개발을 2035년까지 및 그 이후까지 이끌어 갈 자본, 전략 제공에 대한 포괄적이고 통합된 계획이어야 한다.
2.2 지도 제작 및 데이터베이스 시스템
디지털 지도 제작과 분석을 위해서 적절한 소프트웨어, 프로그램 및 도구를 활용하여 모든 토지와 관련된 정보의 지도 제작을 수행하기 위함.
디지털 공간 자료 및 다른 기존, 혹은 새로 수집된 자료를 통합하는 도시계획과 관리를 위한 데이터베이스 시스템을 만들기 위함.
