I always use Windows NotePad or other text editors to edit it quickly and save it as "Unicode" coding.

I've no personal expeience of editing actual TMX files, but is there any reason why you can't simply edit it in your usual W/P programme, just making sure you always save it out again as TXT?
I'm assuming that if necessary you can simply edit the file extension...

Create a native TM

Just a suggestion...
What about importing the *.tmx file in a native brand new "void" translation memory (e.g. Workbench, SDLX 2007, or Trados Studio 2009) and then editing segments (source or target) using the advanced TM edit options to modify it?
At the end you can export again the modified TM as a *.tmx file.
