@everyone I apologize for the lack of context.
The original text is in EN and the image I provided already had the translation into PT, except for the terms I didn't know.
The only indication I have is that MS = a country that is a member of the European Union and TC = a country that is not a member of the European Union. These were the definitions I was given. As such, I associated MS with member-state, but TC I didn't realize what it could be in English. The answers provided seem all viable...
the first column refers to the animal's country of birth, breeding, slaughter, etc. and the second column refers to the "designation on the retail account".
@Phil, I also don't know what the "SI" means but taking into consideration the small text I have it seems to be the abbreviation of Slovenia.

It looks as though the lefthand column may be a list of scenarios, and the righthand column shows how they should be classified.

I think 'third country' is a strong possibility.

You haven't asked about SI/3SI/4SI. Does that mean you know what they mean?

What do the footnotes say?

And could we have some more context? Most importantly, you say this is legislation - is it part of a larger document that we can look up? I can't help feeling it would explain these abbreviations somewhere.
