Con ratei e con tfr su ratei

Italian to English Bus/Financial Accounting Payroll documentation
This is part of the heading of a document entitled "Deduzioni IRAP ANNO 2012". I am seeking confirmation that "ratei" may be translated as "instalment" since since it does not appear to relate to accruals in this context, and if so would the following be accurate: "With instalments and with severance indemnities on instalments".

Need more context severance is a bad translation of TFR. Severance is dismissal. TFR is end of employment contract for any reason, change of job, retirement, etc.

I believe this refers to labour costs -
this means that the deductions include accruals calculated on labour costs (13th- 14th months ?) and the related TFR on these costs.
