I agree with Norbert that the low rate postings probably give a false picture of the prices on the market and very well might contribute to lowering the general rate ranges.
I would also love to be able to see the text before bidding - I have won the bidding for some jobs with terribly timeconsuming formats to a price that does not cover this extra work.

But it is also true that it takes a lot of time to give bids for jobs that you will not get because the price ranges do not overlap at all. I have for example stopped giving bids when they ask for "best rates".
I suggest that the outsourcer should not be able to set the price but instead must indicate in the posting how bids will be judged. She or he might be given the opportunity to give an indication on a scale, for instance similar to the scale of confidence when answering a KudoZ question, for some criteria by which bids are usually judged:
- Price
- Knowledge of the topic
- Result of test sentence given
- General appearance of the bid (all information given that was asked for, well written etc.)
- General appearance of bidder's profile and/or web site
- Years of experience
Assign a five-grade scale to each criterium, and make it possible to use for example 9 points of these. Obviously it should not be possible to state that each and every criterium has maximum importance. This way the outsourcer must give the bidder a clear message about what is important in this case.
This is an idea that I think would be helpful when deciding to give a bid or not. It might also be helpful for outsourcers to easily be able to prevent uninteresting bids from being given. It is timeconsuming for them, too, to get too many bids.
