memoQ has a function that automatically adjusts TM match suggestions based on terms registered in the TB. For example, if I want to translate "I have a cat" and my TM has "I have a dog", then the TM suggests a translation for "I have a cat" if my TB has entries for both "cat" and "dog".
This function should be present in the version I use, but it seems to be disabled and I don't know how to turn it on. Would someone please help?

It is called "Patch Matches". While in the translation grid, right-click the Translation Results pane and enable the "Patch Matches" in the context menu.
