Las cárceles mexicanas son una “región de desastre”, espacios de corrupción, mercados de la “miseria humana” donde todo tiene precio: la vida, la integridad, el alimento, el sexo, y la esperanza de un futuro mejor. Se debe hacer una limpieza profunda en las prisiones de México o de lo contrario seguirán siendo sitios donde impera la corrupción y la impunidad.
Así se explica la situación del sistema penitenciario en un diagnóstico realizado por académicos de la Universidad Nacional Autónoma de México (UNAM), a petición del Programa Universitario de Derechos Humanos.
En la presentación del documento titulado “Propuesta para rescatar los derechos humanos en el sistema penitenciario”, Sergio García Ramírez, del Instituto de Investigaciones Jurídicas (IIJ) de la UNAM y uno de los autores del diagnóstico, consideró que en las cárceles urge eliminar la corrupción, capacitar a los custodios y tener instalaciones que garanticen las garantías mínimas fundamentales de los internos.
La situación que prevalece en las cárceles es lamentable debido a la “corrupción inconmensurable”, sobre todo porque el personal de todos los niveles no está capacitado para ejercer su encargo, dijo el académico.
Laura Martínez Breña, asistente de investigación del IIJ y también autora del diagnóstico, explicó que el estudio tiene un apartado acerca de la realidad del sistema penitenciario mexicano y otro relativo a los derechos de las personas privadas de la libertad. Confió en que el trabajo sirva para que se dé atención a los reclusos y sea de utilidad en las tareas que aquél realiza de manera cotidiana.
El estudio señala que en el país existe abuso de la prisión preventiva, por lo que se deberían aplicar alternativas de castigos o penas fuera de la cárcel. Esto ha causado sobrepoblación y violaciones a derechos esenciales de los prisioneros, como la salud, la alimentación digna, la educación y la capacitación.

Mexican prisons are a “region of disaster”, areas of corruption, and markets of “human misery” where everything has a price: life, integrity, food, sex, and the hope of a better future. A profound clean-up should be done in the Mexican prisons or on the contrary, they will continue to be places where corruption and impunity reign.
The condition of the penitentiary system is explained this way in a study carried out by academics from the National Autonomous University of Mexico (UNAM), at the request of the University Program for Human Rights.
In the presentation of the study titled “Proposal to Save Human Rights in the Penitentiary System”, Sergio García Ramírez, from the Institute for Judicial Research (IIJ) at UNAM and one of the authors of the study, believed that the prisons must eliminate corruption, train the guards, and have a system that safeguards the basic fundamental rights of the inmates.
“Unfortunately, the condition that prevails in the prisons is because of the “immense corruption”. Above everything, all levels of staff are not trained to perform their job,” said the academic.
Laura Martínez Breña, research assistant for IIJ and co-author of the study, explained that the study has a section on the reality of the Mexican penitentiary system and another section relating to the rights of people deprived of liberty. She had confidence that the work serves as a way to bring attention to the inmates and will be useful in the tasks that they perform on a daily basis.
The study notes that in Mexico there exists an abuse of preventative detention for which they should apply alternatives of punishment and penalties outside of jail. This has caused overpopulation and the violation of essential rights of the prisoners, such as health, a good diet, education, and training.
