I guess you are translating about this project which is evidently meant to reference coal mining. It is obviously not a standard architectural term, but a witticism based on element of coal mining.

Pretty much a direct translation as I'm no expert here. A Floetzebene is a mineral stream or striation in the mining industry. Here, I think it refers to where a bridge connects two places - arriving at a stream level. Just from my research.
