I am having trouble finding the appropriate terms for this Chinese word in two contexts:
*引入*谈判机制 and *引入*高值药品目录.
Here are two full sentences:
在高值药品的准入谈判过程中,逐步*引入*药物经济学评价和卫生技术评估结论等作为谈判的主要依据
充分认识高值药品医疗保障*引入*谈判机制的重要性和必要性
The file is a mainland document providing a case study of several countries where supplemental drug coverage is available and how China should adopt a similar system based on the health care reforms from a few years back. I am by no means an insurance expert, so I would appreciate advice on the proper wording of 引入 in these phrases.

Best is to use a word that makes clear that these ideas have been taken from other countries. You use "adopt" yourself, and it is a very reasonable translation. Any synonym for "copy" will work.
If you use a less specific verb like introduce or incorporate, you may have to add another phrase: introduce methods observed in our international survey/incorporate practices used successfully in other countries.

I'm less sure about the complete translations of these two sentences, but I'm reasonably confident that "to introduce" is fine.

: That's what I have used in many similar contexts. Save "adopt" for, e.g., 采用 when the writer means "adopt"
